Bihar hunting ground of terror activities ?

Patna: Bihar, one of the ancient places of glory, civilisation and culture, has always been famed for wrong reasons. Current trends of defaming Bihar has developed among security and intelligence agencies of both Union government and Bihar government itself in calling Bihar a hunting ground of terror activities of anti-nationals and comparing the districts of north Bihar bordering Nepal like Azamgarh in Uttar Pradesh, home town of the alleged Indian Mujahideens, playing key role in terror attacks in different places of country.

With the recent arrest of two alleged terrorists from one small town-Sakari of Madhubani district as well as raids by central intelligence sleuths at a few places in Darbhanga town of Darbhanga district followed by past arrest of two alleged LeT terrorists in 2005 from Jayanagar areas of Madhubani district in connection with Mumbai blast, both central intelligence agencies and even state intelligence and senior IPS officials have started spreading rumour in media that Bihar has become centre of terror activities right from here to Delhi.

At least three intelligence officers of IB and a few IPS officials told this journalist that the Pak-sponsored terrorists have started making north Bihar, specially Muslim-dominated areas a hunting ground for spreading terror activities. Their version rather surprised this correspondent with regards of painting Bihar and some of Biharis as anti-nationals for giving shelter to terrorists.

Both the sources disclosed that the land-locked Indo-Nepal border in north Bihar districts, which were so far famous for smuggling, have developed traits to shelter Indian Muzahideens (IMs). IMs had opened many centres in the areas. “We have definite information that IMs have support base among youths of Araraia, Purnia, Saharsa, Madhubani, Sitamarhi, Darbhanga, Muzaffarpur, Kishanganj, Supaul etc. districts of north Bihar. Youths are lured by Hawala money. They are also doctrined by showing Iraq and Afghanstan war video clippings,” they added.

They said, “terror outfits like Hizbul Muzahideen, HarKut-ul-Jihad-al Islami, LeT used to visit religious and edcational places like madarasa, mosques etc. in Darbhanga, Madhubani, Champaran,Siwan, Chhapra, Saharsa, Supaul, Kishanganj, Purnia etc districts of north Bihar for new recruits among minority communities and they get positive responses. Local youths of bordering areas work as ISI agents for spreading counterfeit notes and also as couriers for supply of arms and ammunition as well as money supply to terror groups, present in the areas. On the pressure of police force, they escape to Nepal taking advantage of open border.”

Paradoxically, in course of their intelligence sharing between central and state intelligence officials, they have come to know that many terrorists, arrested in Banglore, Mumbai, Calcutta, Madras, Delhi etc, have their passports and other documents and addresses of Bihar, but when they go for verification, they found no persons of such names, documents and passports of that place. All these fake passports and other documents have been issues by authorised officials of both external affairs ministry and Bihar government officials. A recent arrest of a Kashmiri terrorist in Delhi has fake passport and documents issued from Bihar. ‘Taking advantage of Nepal and Bangladesh borders, they escape their arrest!’ they added.

When countered with the question of issuance of fake passports and documents by passport office and other verification documents by the officials and police of Bihar government, these officials faled to give any tangible answers. They appeared more interested in linking naxalites or Maoists with these anti-national terror groups.
